It is corrupt trash. Look up the mass arbitrations being filed against Google. They have been overcharging merchants for years. Their agreement makes it where you can't sue them when they cheat you. If you have been using Google Ads, get your money back. Avoid falling into their trap.

Can’t connect merchant center account after several attemps

Same misrepresentation issue as another user, but no clear answer as to what specific rule my specific store was failing at.
