Standard Shopify discounts always apply to the amount a product sells for, so a store that keeps the MRP in the compare-at field can never run a true percent-off-MRP promotion. MRP Discount Coupons solves this. Create a coupon code with a percentage, and at checkout the customer pays the MRP minus that percentage, whatever the product sells for today.
